It’s here. Stuart puts out some excellent data on NSF EAGER and RAPID awards–the non-peer reviewed mechanisms for a program officer taking a bet on a high risk project. Bottom line: it’s under utilized and the reason may be embedded in the agency’s culture and history. Well worth the read.
